Texas Rep. John Lujan’s Congressional Bid Highlights Job Creation Amid Offshoring Controversy

Texas state Representative John Lujan is campaigning for a congressional seat by emphasizing his track record as a job creator, despite his company’s involvement in offshoring numerous jobs.

Lujan is participating in the Republican primary scheduled for March 3, aiming to represent Texas’s 35th congressional district, which incorporates parts of San Antonio. Although the district shows a slight Republican preference, Democrats consider it a competitive target.

Lujan has served as a senior vice president at Y&L Consulting since 1999. This firm specializes in advising companies on IT infrastructure and support. Between 2024 and 2025, Lujan reported earnings of nearly $210,000 from Y&L Consulting.

His campaign website underscores his association with Y&L Consulting as a credential for public office.

“Driven by an entrepreneurial spirit, Rep. Lujan founded a small IT firm that has grown into a thriving business, now employing over 550 people in and around the community,” the website declares. “This blend of public service and business acumen uniquely qualifies John to represent the diverse interests of his district.”

In his 2021 campaign for the state legislature, Lujan employed similar rhetoric.

“I helped found a local IT company that has grown to provide over 500 local jobs,” he mentioned in a Facebook post. “I’m committed to help break cycles of poverty locally by supporting programs that help prepare our community for the jobs of tomorrow.”

However, Y&L Consulting’s website reveals that offshoring jobs to cut costs is a central service offered by the company.

“Are you looking to maximize value and accelerate your digital initiatives with world-class talent?” the website promotes. “Y&L’s Offshore Delivery Model, a core offering within our Delivery Models portfolio, empowers you to leverage skilled professionals and advanced capabilities from global locations. This approach delivers significant cost savings, scalability, and round-the-clock productivity—without compromising on quality or control.”

The company’s prior website version highlighted its routine hiring of offshore talent, facilitating rapid and efficient job outsourcing for clients. A 2023 corporate brochure advertised Y&L Consulting’s workforce of 5,000 people located in Europe, India, and other Asian regions.

A promotional video from 2017 indicates the company has been engaged in this practice for over a decade.

“With over 17 years of experience in software delivery, 4,000 employees worldwide, including five development centers in India, we feel very confident we can handle projects of any size that comes our way and deliver a very cost-effective, quality product for our customers,” the video explains.

Lujan is one of eleven Republican candidates vying for the open primary to represent Texas’ 35th district. Other contenders include former candidate Dr. Jay Furman and car salesman Ryan Adams.
