Foreign influence operations are increasingly targeting U.S. military veterans online, exploiting divisive domestic issues and using advanced technology to amplify their reach, according to a recent congressional report.
Adversarial groups focus on existing societal fault lines — including racial tensions, immigration and gun control — to inflame disagreement and deepen divisions among Americans. By amplifying emotionally charged content, these campaigns aim to foster distrust and internal conflict, weakening national cohesion.
Veterans are considered particularly valuable targets because of their credibility, discipline and strong sense of mission. Analysts warn that tailored content appearing in social media feeds is often not organic, but strategically promoted through paid distribution and algorithmic targeting.
The threat has grown more sophisticated with the use of artificial intelligence. These tools can analyze user behavior, replicate human communication styles and generate persuasive messaging designed to appear authentic. The result is propaganda that is increasingly difficult to distinguish from legitimate discourse.
The U.S. House Committee on Homeland Security highlighted these concerns in its 2026 Terror Threat Snapshot, released Dec. 19, 2025. The report found that online radicalization has expanded the reach of foreign terrorist organizations, allowing them to influence and potentially inspire acts of violence within the United States without a physical presence.
Officials caution that calls for individuals to take action domestically, particularly when framed as patriotic duty, may be part of coordinated manipulation efforts rather than legitimate civic engagement.
Security experts describe the trend as a form of modern information warfare, with veterans positioned on the front lines of exposure. They advise maintaining awareness of online influence tactics and seeking reliable resources to better identify and counter disinformation.
