U.S. and Russia Discuss Steps Towards Ending Ukraine Conflict
In a significant development, the U.S. and Russia have commenced discussions aimed at resolving the ongoing conflict in Ukraine and enhancing bilateral relations, as announced by top officials from both nations following a meeting in Riyadh, Saudi Arabia.
U.S. Secretary of State Marco Rubio, after productive talks with Russian Foreign Minister Sergey Lavrov, revealed that both countries have set out three primary objectives: re-establishing embassy staff levels in Washington and Moscow, facilitating high-level discussions for peace in Ukraine, and exploring avenues for economic cooperation.
While noting that this marks just the beginning of dialogue, Rubio emphasized the necessity for further engagement. Lavrov concurred, describing the conversation as “very useful” and highlighting mutual understanding.
Present at the meeting were key figures such as U.S. National Security Adviser Michael Waltz, Special Mideast Envoy Steven Witkoff, and Russian President Vladimir Putin’s Foreign Affairs Adviser Yuri Ushakov. However, notably absent were Ukrainian representatives, even as Ukraine faces increasing challenges against Russian forces.
Ukraine’s Reaction and European Concerns
Ukrainian President Volodymyr Zelenskyy has voiced disapproval, stating that Ukraine will not recognize any decisions made without their participation and has consequently delayed his planned visit to Saudi Arabia. European allies have also expressed unease over being potentially marginalized in these discussions.
President Donald Trump expressed little sympathy for Ukraine’s exclusion, suggesting that the conflict could have been avoided had Ukraine been more conciliatory towards Russia prior to the 2022 invasion.

The discussions have sparked a flurry of diplomatic activity, with France convening an emergency meeting of EU countries and the U.K. to address the war. French President Emmanuel Macron has engaged in discussions with both Trump and Zelenskyy, advocating for a “strong and lasting peace” that ensures security guarantees for Ukraine.
The Riyadh meeting, hosted at the Diriyah Palace, underscores Crown Prince Mohammed bin Salman’s ambition to play a vital role in international diplomacy, despite past controversies. Saudi Arabia has maintained ties with Russia through OPEC+ and has been involved in prisoner negotiations, demonstrating its strategic diplomatic outreach.
