Almost half of the Heritage Foundation’s Project 2025, which has been criticized for its controversial policies, has been implemented. This project is seen by some as a threat to civil liberties, aiming to fundamentally alter American democracy by reversing civil rights advances, cutting public programs, and reinforcing social hierarchies.

Project 2025 is more than a policy directive; it represents an ideological shift led by Donald Trump, Russell Vought, and Stephen Miller. Critics argue that it seeks to align government operations with white nationalist and patriarchal values. The American Civil Liberties Union has expressed concerns that this initiative could undermine the rule of law by promoting extreme right-wing ideals, revoking abortion rights, weakening civil rights enforcement, and targeting immigrants and protestors through federal agencies.

Implementation and Effects on Government Agencies

According to the Center for Progressive Reform, 251 out of 532 proposed actions under Project 2025 have been executed. Significant changes have been made within federal agencies, including the Department of Justice, where the death penalty has been reinstated and the China Initiative revived. The DOJ has shifted focus from protecting citizens to enforcing compliance with the administration’s directives.

At the Department of Education, protections under Title IX have been reduced, affecting women and LGBTQ students, while public education is increasingly privatized. The Department of Health and Human Services has shifted priorities, restricting abortion access and defunding Planned Parenthood, with new policies reflecting the language of the Heritage Foundation.

In housing, the Department of Housing and Urban Development has rolled back fair housing protections, reintroducing policies that critics say disadvantage single mothers and echo past discriminatory practices.

Impact on Immigration and Civil Rights

Project 2025’s impact extends to immigration policies, with aggressive ICE raids and challenges to birthright citizenship. These actions are viewed as deliberate strategies to instill fear within immigrant communities, reminiscent of historical oppressive practices.

Russell Vought and Stephen Miller, key figures behind Project 2025, advocate for a federal purge of dissident employees and have influenced policies ranging from deportations to federal employee loyalty tests. This approach has raised concerns about civil liberties and governance practices.

Broader Implications

The Environmental Protection Agency has rolled back regulations on greenhouse gases, while the Department of Agriculture has imposed stricter work requirements for food assistance. The government’s approach during Trump’s administration, including the October 2025 shutdown, is viewed by some as strategic moves to undermine public programs and shift blame for their decline.

The Center for Progressive Reform notes that these strategies are part of a broader agenda to reshape America, prioritizing control and dominance over traditional democratic values. The ongoing implementation of Project 2025 continues to provoke debate about the future direction of American governance and society.
