Geopolitical Tensions Arise Over Panama Ports

The operations of two ports at the Panama Canal, managed by a company from Hong Kong, have placed Panama at the heart of a geopolitical struggle between China and the United States.

Prior to assuming his second term in office, U.S. President Donald Trump expressed concerns about China’s involvement in the Panama Canal due to the Hong Kong-based company’s management of the ports. The Panamanian government, however, has refuted claims of Chinese control over the canal. In late January, Panama’s Supreme Court declared the concession to the Hong Kong firm CK Hutchison’s subsidiary unconstitutional, citing compliance with national legislation. China argues that this legal action results from external pressures.

This week, Panama’s government took control of the ports, appointing alternative companies for their management until a new bidding process can occur. Investigators seized documents from Panama Ports Co. on Thursday, escalating the situation further.

China has warned of potential repercussions for Panama, prompting President José Raúl Mulino to caution China to “be careful,” asserting, “They need us more than we need them.”

Significance of the Ports

Panama’s strategic location, despite being a minor player in global imports and exports, has transformed it into a crucial logistics hub. The Panama Canal facilitates the movement of massive cargo ships from Asia, Europe, and the Americas, with most goods destined for other regions after passing through ports like Balboa and Cristobal.

The Balboa and Cristobal ports handle approximately 39% of Panama’s container traffic and employ around 7,000 workers. Since 1997, these ports have been under the management of Panama Ports Company, a subsidiary of CK Hutchison.

U.S. Response to Chinese Management

The United States has expressed dissatisfaction with the Chinese management of these ports. On the day of President Trump’s inauguration in January 2025, Panama’s comptroller initiated an audit of the Panama Ports Co. concession. U.S. Secretary of State Marco Rubio later visited Panama, emphasizing Washington’s stance against Chinese control, citing potential national security risks due to the canal’s strategic importance.

The audit revealed alleged irregularities in the concession extension, leading to a Supreme Court ruling in January 2026 that deemed the concession unconstitutional. The ports, while located at the canal’s entrances, are not managed by the Panama Canal Authority.

China’s Reaction and Legal Proceedings

Following the court ruling, Panama Ports Company initiated arbitration proceedings, claiming that Panama’s actions had damaged its business. The company is reportedly seeking $1.5 billion in compensation. Beijing’s office overseeing Hong Kong affairs criticized Panama’s decision, accusing it of yielding to external pressures.

“Panama’s authorities should recognize the situation and correct their course,” a Chinese official stated. “If they persist in their own way and refuse to see reason, they will pay a heavy price both politically and economically!”

Despite the ongoing legal issues, President Mulino emphasized the necessity of the port seizure to ensure uninterrupted operations and assess value accurately. The government assured that the over 7,000 jobs at the ports remain unaffected.

On Friday, Panama Ports Co. acknowledged that Panamanian authorities had seized documents, criticizing the state’s actions as a failure due to their illegal and poorly coordinated nature.

Future Developments

President Mulino has asserted the finality of the court’s decision. While the ports continue their operations, the legal conflict persists. Economy Minister Felipe Chapman noted that the arbitration process could extend over several years, while preparations for selecting a new port operator are underway.
