Television Ads Target Democratic Senate Candidates Over ACA Subsidies

New TV advertisements have been launched by the Trump-affiliated No Going Back PAC, accusing Democratic Senate candidates of actions that allegedly benefit large insurance companies financially.

The ads specifically focus on New Hampshire Rep. Chris Pappas and former Ohio Sen. Sherrod Brown, making claims about their legislative history.

One commercial asserts that Pappas “voted to line the pockets of insurers,” while another alleges that Brown acts as a “shill for big insurance” by providing the industry with “billions.”

These claims are attributed to their support for enhanced subsidies under the Affordable Care Act (commonly known as Obamacare), which were implemented in 2021 and have since expired.

The subsidies in question were designed to assist approximately 19 million Americans, particularly those with low and moderate incomes, by reducing their premium costs for health insurance plans obtained through Obamacare. The government subsidized the remaining premium costs using general tax revenues.

While it is accurate that public funds flowed to insurance companies as part of this arrangement, the advertisements neglect to mention the purpose of these subsidies or the potential impact of their removal.

The subsidies enabled consumers to purchase more comprehensive insurance plans, ensuring better coverage. Insurance providers were required to honor these plans as if the consumer had paid the full premium.

This type of government subsidy is not unusual, as similar support exists for employer-sponsored health plans, which provide coverage for about 165.6 million Americans.

The misleading claims in the ads are based on analysis from Paragon Health, a conservative think tank that is partially funded by billionaire Charles Koch. This group has faced numerous allegations of spreading misinformation about Obamacare.

The subsidies were initially introduced through the 2021 American Rescue Plan and later extended by the 2022 Inflation Reduction Act, both enacted under President Joe Biden. Following these measures, Obamacare enrollments saw significant growth.

Republicans had an opportunity to continue these subsidies with the 2025 One Big Beautiful Bill Act (OBBB) but chose not to extend them, resulting in a 114% increase in premium payments.

The Republican opponent of Brown, Sen. Jon Husted, supported the OBBB, while Pappas’ opponent, former Sen. John Sununu, has commended the legislation.
